All repositories should participate in this state so we register them early.

When depending on processUp, we might intermix some component start with a later repository registration. If the later repository provides an override of some dependency component that would have been found in the new version otherwise, we end up in a rather badly defined state.

If all repos register in a first go however, all overrides are effective before any application code is involved.
